Overview.
Organization capacity is determined by the ability of a workforce to find and fix barriers to optimum performance.  Capacity may be acceptably stable, undergoing adverse transition, or engaged in capacity recovery or development to achieve needed agility.  QWLC begins engagement by measuring the current status compared to an IDEAL level.  From that point designs are created to achieve performance levels desired on a schedule to meet organizational demands.
